Could not open apple development account

Hi,
I try to open an apple development account but I got a massage after putting my all info, “Your enrollment in the Apple Developer Program could not be completed at this time.”
I could not understand how to solve this.
Please help me.

Yes, I could but not yet finished. I have just fill my info then next page I received that massage
