How to change cursor when hovering over an image?

Is there a way with iOS to change the look of the cursor when hovering over an image? Best would be a customized image as cursor.

I’m not sure on iOS, but on iPadOS there’s specific guidelines by Apple for how you’re supposed to use a cursor
