What version should I be using now? I recently got a new Mac and am re-downloading xcode. there are 2 new betas for xcode 12 and xcode 11.6. Any help would be appreciated.

Your new Mac would have been loaded wth the current released OS which is Catalina. Open the App Store App and search for Xcode and download the latest stable version listed (11.5).
Installing Beta versions is entirely your decision.
